When the Institute of Medicine released its report on Medical Marijuana in 1999, Mica was quoted as saying "The report was the biggest waste of money in the war on drugs". Mica has it wrong. It is really his salary that is the biggest waste.

Jack Herer, Author of The Emperor Wears No Clothes, June 5th, 1999 at the 2nd Annual Jacksonville Hempfest

Here is Shaft at the 1998 1st Annual Jacksonville Hempfest. Shaft has always been eager to play at the fest and support the education of citizens about cannabis.
Here is Officer Windham with the Jacksonville Sheriff's Department attempting to violate the rights of petitioners at the polls in Jacksonville in April 1999.
Here is FL CAN Vice President, Scott Bledsoe at the 1998 Gainesville Hempfest.
This is the 1998 Gainesville Hempfest, can you tell the difference? After spending almost 250,000 in legal fees on the lawsuit currently in the Atlanta Federal Appeals Court, it looks like quite a lot has changed.
Can you count the cops in this picture? This is Bad folks. A total disregard for the First Amendment. That is why the city of Gainesville lost in the 11th circuit CT of appeals to FL CAN.
More of the same violations. Don't you think these guys should be on the beat instead of harassing fest goers?
Here is Elvy Musikka being arrested for smoking her government provided marijuana. Even though she has a federal prescription, the Gainesville Police arrested her anyway.
Here is Former Gainesville Chief of Police Whalen Clifton, perched over the Gainesville Hempfest 1995. Notice the resemblance to Big Brother. Needless to say this character is no longer Gainesville's Chief of Police. God Help the city where he is now!
